Murder suspect can't be charged by sherrif

So this guy shoots 4 people and walks into a fire station to turn himself in.  Why did he go to a fire station??  Anyway, the fire station calls the police department who are too busy to send someone over to talk to this guy.  The guy had to walk over to the police station to turn himself in to deputies.  This is just a bizaar and wacky story.  Why it made news is beyond me but I would think that if you shoot 4 people and confess to it, you should be a high priority.  I guess that in Detroit you have to shoot 5 or 10 people before you are elevated to a high priority.
